Shawn T. Capell

Shawn Thomas Capell. M.S., BCBA., LBA

executive director / Owner / Clinical Director

Shawn Thomas Capell, MS., BCBA, LBA holds a Master of Science degree in psychology with a concentration in Applied Behavior Analysis (ABA) and is currently working towards a Ph.D. within the same field. In addition to his current full-time position Mr. Capell is the Owner and Executive Director of Covenant 15:16, an agency with the mission to ensure all families, regardless of socioeconomic status receive the highest quality ABA care possible. Mr. Capell’s clinical and research interests include parent/staff training, multicultural and diversity issues within the field of ABA, and physical aggression within adult learners. With a love and passion for the field of ABA Mr. Capell has adopted as his personal/professional mission to increase the presence and impact of minority professionals within the field of ABA. 


Parris Adolphus | Chief of Staff

In June of 2020, Covenant 15:16 welcomed Mr. Parris Adolphus into the role of Chief of Staff within the organization. Within his professional role, Mr. Adolphus is responsible for the direct oversight of all staff operations within the Covenant 15:16. Mr. Adolphus embodies the values of Family, Professional and Community.

Mr. Adolphus is responsible for the direct administration of the Covenant departments of Compliance, Quality Assurance and Training. Mr. Adolphus is considered an essential element in the effective development of both the Covenant staff and organization as a whole.

Prior to joining Covenant, Mr Adolphus spent many years within several administrative roles. As an administrator and was responsible for ensuring the grown and successful operations of various organizations. During Mr. Adolphus’s time within his administrative roles, Mr. Adolphus has been responsible to ensuring the growth and continued success of million dollar organizations.

Patrick Prater | Chief of operations

As the Chief Operations Officer here at Covenant 15:16, Mr. Patrick Prater is responsible for the daily operations within the organization. Within his professional responsibilities Mr. Prater is directly responsible for executing the vision of the organization to ensure all individuals receive the highest quality services possible. 

Mr. Prater leads the team responsible for developing the critical infrastructure of Covenant including Financial Operations, People Operations and oversight of Clinical Operations. In his role, Patrick’s focus is on driving innovation across the business - leading Covenant’s branding campaign and driving growth opportunities like Covenant Expansion. 

Prior to joining Covenant, Mr. Prater experiences tremendous success within  the food services industry holding several senior management positions. He demonstrated a clear ability to create effective systems to increase revenue while reducing cost. During his time within the food services industry, Mr. Prater was additional able to establish himself as a proven leader and role model for those under his charge. 

Since joining Covenant in June 2020, Mr. Prater has made an inevitable mark on the culture and climate of Covenant. Mr. Prater’s personal mission statement simply states:

“There is no such thing as a problem but solutions that have not been identified”


Chelci sapio | Registered behavior technician

Chelci is a bright and charismatic soul who has always had a passion for working with children. This stemmed on from an early age, and has played a big role in her career advancements. Chelci has been working with children since 2015 and fell in love with the field of ABA in 2017. Her two passions are working with learners and families within their homes, as well as guiding them within their community.

“I instantly fell in love with this field once I saw how much of an impact I could make in someone’s life. My favorite part of ABA is GRADUATION! Being able to see their progress and knowing that I assisted in the function of their everyday lives.”

Chelci looks forward to working with many different children stemming from different backgrounds with diverse needs and hopes to continue her education within the ABA field! She is very excited to be apart of the journey here at Covenant 15:16!


Brittney saenz | Registered behavior technician

Brittney has been in the field of ABA for 3 years and has a passion for helping people.

She is currently an RBT, but will start working on her BCBA in year 2022.

Music is another passion of hers and she likes to sing and play guitar.
